FY2027 Customs User Fees Take Effect October 1, 2026: MPF Minimum $34.58, Maximum $670.86

CONCORD SOLUTIONS GROUP — TRADE COMPLIANCE UPDATE


CBP has adjusted the Customs COBRA user fees and the merchandise processing fee (MPF) limits for inflation for fiscal year 2027 (CBP Dec. 26-14, 91 FR 48398, published July 31, 2026). The adjusted amounts apply as of October 1, 2026. CBP has also updated the ACE CATAIR Entry Summary Create/Update chapter to reflect the FY2027 fees.


Merchandise processing fee

The formal entry MPF rate stays at 0.3464% ad valorem. The minimum rises to $34.58 and the maximum to $670.86 per entry. For informal entries, the automated fee is $2.77, and the manual fees are $8.30 (not prepared by CBP) and $12.45 (prepared by CBP). The surcharge for manual entry or release is $4.15.


Other user fees

Selected FY2027 amounts include the following:

  • Express consignment carrier and centralized hub facility fee: $1.38 per individual waybill or bill of lading

  • Dutiable mail: $7.61

  • Commercial truck arrival: $7.60

  • Railroad car arrival: $11.41

  • Commercial vessel arrival: $604.47; barges and bulk carriers: $152.15

  • Private vessel or aircraft first arrival: $38.04

  • Commercial vessel or aircraft passenger: $7.61

  • Customs broker permit user fee: $190.88


Importers should expect the new MPF minimum and maximum on entries filed on or after October 1, 2026. Filers should confirm that their ABI software applies the FY2027 amounts.
